  • recognise not all data can be open access
  • simple fourlevel model
    • (1) open access - users can click through to the dataset
    • (2) requires shibboleth authentication
      • possible refinement - shibboleth authentication for .edu.au and .gov.au automatic - others require a werm
    • (3) user presented with webform where they have to provide some basic information about themselves and why they require access
      • submitted through workflow engine for approval, user provided temporary account for access
    • (4) strong user control - user presented with webform and has to provide detailed explanation of the use of the data and has to provide explicit agreement to abide by conditions of use attached to that data set (example is biomedical, psychological, or culturally sensitive datasets)
